TELEGRAPH UK – Four pairs in the women’s doubles were disqualified from the Olympics for underperforming in the final group stages on Tuesday night as they deliberately tried to lose by spraying shots wide or into the net to secure an easier quarter-final draw.

The players, the Chinese world champions Wang Xiaoli and Yu Yang, Greysia Poli and Meiliana Jauhari of Indonesia and two South Korean pairs, Jung Kyung-eun and Kim Ha-na, and Ha Jung-eun and Kim Min Jung, were jeered by the crowd.

The organising committee for the Games will not be offering refunds to spectators who attended on Tuesday evening, despite Lord Coe describing the incident as “depressing” and asking: “Who wants to sit through something like that?”

Officials from the sport’s governing body conducted a frantic round of meetings as they hastily arranged a disciplinary panel.

An official announcement of its findings was only made public as spectators took their seats for last night’s women’s doubles quarter-finals. Pairs from Canada, South Africa, Russia and Australia, who had thought their Olympics were over, had to hastily prepare for a return to court in front of a sell-out crowd.

“We found out we were playing at 3 o’clock,” said Michelle Edwards, of South Africa. “Everything was so last minute. We packed our bags, rush, rush, rush and here we are. The mental preparation was almost zero.”

South Africa lost 2-0 to Russia but Australia took Canada to three sets before losing.

The episode was deeply embarrassing for the badminton authorities who would have been aware that Jacques Rogge, president of the International Olympic Committee, recently described match fixing as the biggest threat to the Games.

With all athletes and coaches swearing to uphold the Olympic oath at the opening ceremony, this damaged the integrity of the Games.

The stakes were high for the badminton authorities with the prospect of two sports being removed from the Olympics before Rio 2016.

“We are very sorry this has happened,” said Thomas Lund, the chief operating officer of the badminton federation. “The most important thing is we dealt with the issue and did it in the best interests of the other players in this tournament.”

But while the administrators were lauding their disciplinary process the players were firmly pointing the finger at the sport’s authorities. The Daily Telegraph reported earlier this year they had been warned of manipulation when they changed the early stage of the Olympic competition to a round robin stage.

China has been accused of manipulating matches before but only ties involving two sets of their own players. This was more serious because it took place against a Korean pair.

“I have had volunteers really upset — they were crying because they couldn’t believe this was going on the Olympic Games,” said Gail Emms, the former British player who won silver in Athens.

“They have been working so hard to make this competition perfect and they have just seen four women’s doubles pairs not live up to what they believe in. There have been a lot of strong words.”

There was sympathy but also condemnation for the Chinese pair from their own countrymen. Lin Dan, the defending men’s singles Olympic champion, admitted Wang Xiaoli and Yu Yang had discredited the sport.

“I think this is not in the Olympic spirit,” he said.

“To avoid this situation is very simple: just straight knock out.”

The scandal began when the Chinese top seeds Wang Xiaoli and Yu Yang started to show little interest in beating the Koreans to finish top of Group A. By finishing second they would avoid compatriots and second seeds Tian Qing and Zhao Yunlei at least until the final.

“What happened was just truly disgraceful,” said Emms. “This is the Olympic Games — it is not very much in the Olympic spirit.”

The decision of US to let the blind human rights activist Chen Guangcheng return into China’s fold following his escape from authorities is straining ties between the two countries as diplomatic dialogues opened in Beijing.
The 40-year old Chen who is now considered a dissident became an international human rights inspiration to many Chinese after earning the ire of the local government for exposing forced abortions in line with the country’s one-child policy. The self-taught lawyer took to the US embassy after his escape, apparently to ask for help but was eventually ushered into the Beijing Hospital.
According to a senior official’s statement to Springhill Care Group, Chen has indeed went into the embassy that day and has requested for medical treatment for his injured foot. American medical personnel have then conducted medical tests and made appropriate treatment during the time he was there.
Immediately after the incident, the Chinese government has expressed its disapproval about the entire affair, demanding an apology from the US for taking Chen in.
“What the U.S. side should do now is neither to continue misleading the public and making every excuse to shift responsibility and conceal its wrongdoing, nor to interfere in the domestic affairs of China,” said Chinese Foreign Ministry spokesman Liu Weimin.
This incident came just when the US Secretary of State Hilary Clinton is visiting Beijing in a meeting with Chinese officials on security and trade talks. And although no one mentioned Chen’s name, it is evident in their statements that the incident is on the spotlight as the 2 nations struggle to maintain common ground.
Clinton said in her opening statement, “The United States believes that no state can legitimately deny the universal rights that belong to every human being – or punish those who exercise them. A China that protects the rights of all its citizens will be a stronger, more prosperous partner for the United States.”
Dai Bingguo issued a rebuttal on behalf of China, saying, “I wish to point out in particular the fundamental way to manage state-to-state relations is to abide by the basic norms of international relations, namely to respect China’s sovereignty, core interests and choice of social system.”
Meanwhile, Chinese President Hu Jintao made his point known in his opening speech during the 4th round of US-China Strategic and Economic Dialogues. He remarked that US and China should know how to respect each other despite their disagreements and also appealed to its counterpart to break the conventional belief that superpowers are bound to engage in conflicts.
“Given our different national conditions, it is impossible for both China and the United States to see eye to eye on every issue. We should properly manage the differences by improving mutual understanding so these differences will not undermine the larger interests of China-U.S. relations,” said Hu.
Springhill Care Group reports that the Chinese leader seems to be open in creating new and creative ways to foster better relations between the major nations.
“We should, through creative thinking and concrete steps, prove that the traditional belief that big powers are bound to enter into confrontation and conflicts is wrong and seek new ways of developing relations between major countries in the era of economic globalization,” he added.

N. Korean refugees investigated for insurance fraud

SEOUL (AFP) - South Korean police said on Tuesday they were investigating 27 North Korean refugees for swindling private insurance firms out of hundreds of thousands of dollars in bogus medical claims.

Police said the refugees faked illness in collusion with hospitals to claim a total of 1.04 billion won (S$1.16 million) from insurance firms between 2007 and 2010.

While listed as hospitalised, they frequented saunas, restaurants and even nightclubs. The scam also involved a 71-year-old doctor and five hospital employees who conspired with the refugees to claim a separate 104 million won from the state health insurance agency, police said.

Police are also investigating two brokers on suspicion of helping the refugees send some of the proceeds to relatives in the North.

Abstract:    
This essay considers how the 2010 Supreme Court decision in Skilling v. United States, which limited the situations in which mail and wire fraud cases may be premised on violations of the “intangible right to honest services,” has the potential to alter the future of health care fraud litigation. While Skilling is widely perceived to have closed the door to several types of common mail and wire fraud prosecutions, this may not turn out to be the case in health care. In health care, the renewed focus on kickbacks as evidence of an honest services breach instead may dovetail nicely with both the Obama Administration’s emphasis on criminal health care fraud enforcement and the jurisprudence of the Medicare & Medicaid Anti-Kickback Statute. This kind of leverage may prove very difficult for prosecutors to resist, and most certainly will require changes in the way the health law bar approaches common Anti-Kickback concerns.

April 26, 2012: The United States is openly accusing China of supplying North Korea’s missile program with components and technology. This may have something to do with intense effort to recover components of the failed North Korean rocket launch on April 13th. The debris of the rocket fell into shallow water off the west coast of South Korea. Russian, Chinese, and American ships, and perhaps submarines, also joined the search. South Korea called off its search on the 17th but the U.S. appeared to be continuing. The water where the debris fell is no deeper than 100 meters (310 feet), making it easy to search for and recover parts of the rocket. A new study published this week in the Sleep journal has discovered that sleep problem decreases with age; basically contradicting the common belief that sleep problem comes with age.



A group of researchers from Center for Sleep of Pennsylvania University along with other organizations conducted a survey of 155,877 people from all ages who has previously reported sleep disturbances. Their study aims to find the answer on how sleep complaints alter as a person age.



The study was conducted by asking participants how often within the past 2 weeks they had problems staying or falling asleep as well as the number of days they have felt tired.



Their telephone survey has resulted in the conclusion that sleep quality, in fact, gets better as you get older. They found a general decline in sleep tiredness across higher age groups. Actually, women and men older than 80 are the least likely among the age groups to complain of sleep problems.



According to the study, poor overall health conditions and depression are both connected with sleep problems as those who have mild depression appear more twice as likely to report sleep disorders.



Basically, it shows that once you have control of mood and health, people dont necessarily have more sleep problems.



Experts seem to be disputing the results of the study as the method of data collection done is generally subjective (participants were only asked about their physical symptoms) as opposed to previous researches done through objective data gathering (e.g. monitoring patients’ sleep patterns in laboratory room) which could be the reason for the result difference.



A single study cannot hope to change the health care implementation. But considering that the sample size of the study is large, it will be hard to discount the results. Besides, the question given was so general that it captures the entirety of sleep disorders.



The results of this study is essentially contradicting their initial hypothesis that age affects sleep complaints and recommends that opinions of poor sleep in seniors might be connected to factors outside of physiologic aging.



At any rate, this alone cannot prove that elderly people are indeed sleeping better. It is more likely that sleep problems do not bother them much. In fact, the most plausible reason that actual age-related sleep problems do not reflect the level of discomfort expected as they would in a younger person.

For the twelfth successive year, identity theft topped the consumer complaint database of the Federal Trade Commission with the largest number of complaints, perhaps owing to the rampant use (and misuse) of online services such as social networking and e-commerce websites.

From the 1.8 million complaints the FTC got in 2011, almost 300,000 are about identity theft. The information of FTC has included complaints filed to them or from other states and federal consumer protection groups.

Most of the complaints of identity theft are coming from consumers saying that their personal details are used in government documents without their knowledge, with scammers aiming to collect benefits. Last year, government-related identity theft was 27% of the total complaints in that category, increasing by 11% since 2009. Accounting for the 14% of identity theft complaints is credit card fraud, with the rest consisting of complaints of bank, utilities and phone fraud.

More than half of all the complaints last year were related to fraud and taxpayers reportedly paid a total of over USD 1.5 billion in fraudulent schemes, with the average amount paid being USD 537. Moreover, 43% of the victims acknowledged that scammers reached them through email messages.
The top three states that have the most per capita rate of fraud reported are Colorado, Delaware and Maryland as first, second and third, respectively.

Generally, FTC discovered that people are either more willing to file complaints or they simply have more complaints now. The total amount of complaints they have received has increased by over 20% -- from 1.5 million to 1.8 million in 2011 -- that includes both identity theft and fraud complaints.

Russian and South Korean Scientists Team Up to Clone Woolly Mammoth

Russian and South Korean scientists have agreed upon joint research and signed a deal on intended to recreated the extinct woolly mammoth via the only means (somewhat) currently available when trying to recreate a species that is no more: Cloning.

Hwang Woo-Suk, of South Korea’s Sooam Biotech Research Foundation, and Vasily Vasiliev, vice rector of the North-Eastern Federal University of the Sakha Republic, both signed the deal today. Back in 2005, Hwang created the world’s first cloned dog, Snuppy, though other cloning research of his was found to be faked, so that will probably and unfortunately be an underlying thought throughout the whole woolly mammoth cloning research and experiment.

After global warming thawed Siberia’s permafrost, remains of a woolly mammoth were uncovered, and the process began. Sooam Biotech Research Foundation said they’d begin the research this year if the woolly mammoth remains could be shipped to them in time. Sooam also said it would help out by sending some technology to the Russian University.

Sooam research Hwang In-Sung said the first and hardest step is to restore the mammoth cells, and the scientists would be looking for woolly mammoth tissue with an undamaged gene. The intent is to replace the nuclei of egg cells from an elephant with mammoth cells, which could then be planted into an elephant womb.

Sooam admits the process will be tough, but the researchers feel they’ll be able to achieve the goal, as they have a history of successful clonings, which include a cat, cow, dog, pig, and wolf.

U.S. Rep. Ileana Ros-Lehtinen, R-Miami, has reintroduced legislation that would double the amount of fines and incarceration for people in prison for Medicare fraud/scam. It also creates a new criminal offense punishable with a 10 year minimum sentence for those who intentionally sell or distribute the ID numbers of Medicare beneficiaries.

This bill not only raises the penalties for those who engage in Medicare fraud, but also sets up a pro-active paradigm that will help stem the tide of abuse in South Florida and across the nation.”The bill takes particular aim at Medicare theft in Miami-Dade County, widely regarded as the nation’s capital of healthcare dupery. Medicare dupery in South Florida costs taxpayers between $3 billion and $4 billion every year, according to law enforcement and healthcare officials. Nationwide, Medicare and other healthcare fraud is estimated to cost $68 billion each in very year.
